Borough seems more interested in giving parking tickets than having people come downtown and spend money. In October of 2015, I was with a group who probably spent $500 during the evening only to find a $25 parking ticket when we arrived back at our car at 11pm. Despite two visits to the meter, they actually had someone trolling the streets on a Saturday night giving parking tickets. Nice touch West Chester. I'll spend my money elsewhere next weekend.
